28. Carolina Panthers

They have the first overall pick in the 2023 NFL draft making his first start at quarterback but had to give up their most explosive offensive weapon to do it. Now, they have started rebuilding and getting their young players some time on the field.

27. Tampa Bay Buccaneers

Tom Brady is gone and now the Tampa Bay passing offense will rely on the arm of Baker Mayfield. They had a losing record last year, and that's not bound to improve with Baker at QB and an unhappy Mike Evans.

26. Las Vegas Raiders

Is replacing Derek Carr with Jimmy Garoppolo an upgrade? His injury history and inconsistent performances alone put this team in danger. They still have one of the best receivers and kickers in the NFL, and that could keep them out of the cellar in the NFL.

25. Los Angeles Rams

Cooper Kupp is seeing a specialist and isn't ready to return yet. Plus, this team is still feeling the effects of going all-in on a roster that managed to earn them a Super Bowl win. They could rebound from their five wins last year, but it won't be by much.
